Cethinktank chief information officer Huang Qing
delivered a speech entitled Analysis of Safety Factors of Natural Gas Supply
and the Impact at a press conference for the launch of the World Energy Blue
Book: World Energy Development Report (2019) held in Beijing on 22 June 2019.
The blue book was jointly published by the
International Energy Security Research Center of Graduate School of the Chinese
Academy of Social Sciences and Social Science Literature Press in Beijing.
Huang pointed out that China’s natural gas supply
and price is a dynamic equilibrium system, and geopolitical factors and
policies could simultaneously affect the safety of natural gas supply. As China's
natural gas market is developing rapidly, the government should establish a
balanced system to promote the safety of natural gas supply, Huang suggested.
Huang participated in the compilation of blue
book of World Energy Development Report (2019), in which she published a theme
paper Coal-to-gas Policy: Current Situation, Problems and Policy
Recommendations.
In the next 10 years, China will continue to
carry out an energy structure transformation to improve the atmospheric
environment. During the 14th Five-year Plan period, China plans to use clean
energy like natural gas as the alternative of coal to increase the proportion
of natural gas in primary energy. The conversion from coal to gas is faced with
many problems, such as the planning of production, supply, storage and
marketing, time arrangement, region planning and market-oriented system
construction, etc. This process requires macro policy co-ordination and
implementation mechanisms and steps to ensure orderly and healthy development
of coal-to-gas conversion.
